The focal areas covered in the seminar were global perspectives of closing civic space and its pervasive impact on human rights and governance sector, a snapshot of current civic space in Bangladesh, the right to freedom of association, freedom of expression and freedom of assembly in accordance with International Covenant on Civil and Political Rights (ICCPR), a short brief of three-part test and its application for restrictions on these core rights, significant articles from constitution of Bangladesh regarding these, existing laws and practices both international standards and Bangladesh in the context of inspection power, internal governance, reporting requirements, suspension and dissolution, economic activity and sources of CSO revenue, hate speech, right to information, role of media, right to privacy, Digital Security Act, 2018 and digital restrictions on freedom of expression.
