The primary aim of CEF is to create an opportunity for CSOs and concerned citizens in selected districts to meet, interact, debate and collectively identify issues of common concern that need to be addressed through advocacy. Through the CEF, Promoting Advocacy and Rights (PAR) also intends to understand the advocacy and networking capacity of the participating CSOs and their motivation to engage in issue-based advocacy work through CSO networks. Through a range of mutually reinforcing training activities, Promoting Advocacy and Rights (PAR) will assist selected CSOs to improve their advocacy and networking skills to conduct effective policy and other types of advocacy both at local and national levels.
